Position Opening Announcement

Position:  Groundman

Recruitment Dates: September 28, 2018 – to October 12, 2018

Salary:  $27.82

Company: McMinnville Water and Light was established in 1889 as a municipal utility responsible for providing water and electricity to the City of McMinnville.

In order to be considered for the selection process, applicants must have the following combination of experience/education training.

  • High school diploma or equivalent is required.

  • One year of experience or training involving electrical utility applications; or substituting course work or training in electric distribution operation, maintenance, or electrical wiring, or generally equivalent experience or training in a similar field.

  • live within 30 minutes of McMinnville.


This position is intended to provide training in ground level electrical system installation and maintenance work.  Under close supervision, Groundmen learn and apply the proper use of tools, equipment, materials, and supplies used to operate, maintain, repair, and construct underground and overhead electrical facilities. 

Work around an electrical distribution system is dangerous and safety precautions must be applied to avoid injury to self and others.  MW&L has a strong commitment to customers and expects employees to act accordingly.  Questions and complaints must be handled respectfully and responsibly.

Work performance is evaluated by the Electric Superintendent for general quality and for the adherence to safety precautions.   After hours work may be required.  Because MW&L is a multi-operation utility, a Groundman may be assigned to other work areas.

This Groundman position is covered by a collective bargaining agreement. 


Alongside a journey level lineworker:   

  • Performs all types of manual labor maintaining proper clearance from electric hazards; recognizes high voltage hazards.

  • Provides ground support for linemen including: dig holes, prepare transformers and poles for installation; dismantle poles and crossarms; remove hardware from poles; backfill pole holes or ditches using shovel or equipment; lift and frame transformers; load and unload trucks.

  • Drives all types of utility trucks to and from work site; operates boom and auxiliary equipment.

  • Keeps vehicles stocked with tools, equipment, and parts; perform vehicle inspections.

  • Uses hand and power tools and equipment of the trade, including wire stringing machine, forklift, backhoe, jackhammer, and chain saws; performs maintenance on hand line and hot stick tools.

  • Sets cones and barricades around work site; flags traffic.

  • Maintains required safety certifications and training, including CPR, and AED training.


  • Acts as a point of contact with customer complaints and requests.

  • Reads and applies information in manuals and textbooks on safety precautions; high voltage characteristics;construction standards; use of tools and equipment; standards for the installation, maintenance, and repair of electrical distribution systems; and other materials.

  • Performs related work as assigned.

  • lift, carry, move, and transport safely a variety of tools, materials, and supplies.

  • work outdoors for extended periods of time in a variety of weather conditions.

  • establish and maintain effective working relationships with supervisor, co‑workers, other employees, and the public.

  • obtain, an Oregon Class A CDL driver's license with tanker and air brake endorsement.

The employee is regularly required to talk, listen and hear, and frequently required to use repetitive hand motion, handle or feel, and to sit, stand, and walk.  Work is performed in the office and outdoors in a variety of weather conditions and requires physical strength and agility.  Mobility sufficient to enter crawl spaces, climb ladders, bend, stoop and walk on rough, wet, slippery, steep or uneven terrain.
